binaryproxy not honoring access whitelist

While using the stomp client, I never changed the default orbited.cfg [access], which contains the default IRC port, though, I was able to access my stomp server at localhost:61613.

Michael Carter knowns the problem:

<mcarter> not in the /binaryproxy handler
<mcarter> and the stomp stuff uses the /binaryproxy handler
